News release in connection with fabricated fatality record of violent riots

Peaceful protests, staged in accord with democracy culture, turnedm into insurrection and then into terrorist acts due to the involvement and direction and provocations from behind the scenes of the illegally set-up CRPH and members of NLD and their extremist supporters after the State Administration Council has assumed duties of the State.

In committing terrorist acts, mobs laid fortified obstacles on streets in certain cities and launched surprise attacks against police stations, military unit headquarters, administrator’s offices, schools, civilian commercial buildings, public places and homes of innocent people with hand grenades, home-made mines, home-made bombs, burning rings, and Molotov cocktails, thus harming community peace and tranquility.

NLD members and their extremist supporters torchedor destroyed 63 police stations, 62 ward administrator’s offices, 52 departmental offices, 16 roads and bridges, 13 banks, 105 schools and other buildings with Molotov cocktails, burning rings, home-made bombs and home-made mines during the period from 1 February to 15 April.

They also burnt down 13 factories in Hlaingthaya industrial zones, Shwepyitha industrial zones and Insein Township in Yangon Region.

Moreover, NLD members and their extremist supporters in groups arrested the accused informants, ruthlessly murdered them or inflected shameful sufferings till the victims lost their human dignity by means of inhumane acts regarding everyone with different view as their enemy.

Seventeen innocent people were brutally killed and 30 were seriously injured by the inhumane attacks till 15 April.

For ensuring community peace, stability and tranquillity and rule of law, security forces perform removal of road barriers, duty of patrol day and night, arresting riotors and terrorists who undermine peace and stability of the community and prevent crowds of riotors. In so doing, security forces are controlling crowds of riotors in accord with the riots manual of the Union of Myanmar Government (1956) and the Myanmar Police Force’s Crowd Control Manual (2015) of the Ministry of Home Affairs.

As riotors raided the police forces and attacked security forces with the use of home-made guns, home-made bombs and real arms and ammunition under the leadership of extremist NLD members, security forces performed limited counter-attacks against those riotors depending on degree of their terrorist acts. Seven Tatmadaw members and 17 police members on security duty for ensuring rule of law fell during the events and 45 Tatmadaw members and more than 253 police members were injured.

According to the self-defence rights, security forces responded to the attacks of riotors. In this regard, those from both sides suffered death or injury. However, illegal media officially banned by the State for their acts inappropriate for the media ethics and laws one-sidedly express rootless and false news and fake information that security forces brutally open fire at peaceful protesters in Myanmar with the use of real bullets.

The media not wishing to restore peace and stability of the State describe fabricated news on the response of the security forces to cause misiunderstanding among the international community and the people. In addition, the destructionists wishing to deteriorate the machinery of the government attempt to widely spread their false news through social network.

Especially, a Thailand-based illegal organization namely Assistance Association for Political Prisoners-AAPP releases the list of persons shot dead by the security forces, it gathers from groundless sources and false news from the social network, as actual list. According to their release, a total of 726 persons were killed up to 15 April.

If there are any deaths caused by shooting, security forces are opening inquest for systematically keeping records, providing necessary assistance until dead bodies are buried or cremated and keeping case files.

The following is the table of death toll from 1 February to 15 April as systematically recorded by Myanmar Police Force.

Of the 258 total deaths, only 247 deaths were caused in clearance of street blockades and shooting due to attacks on security forces.

The remaining 11 were caused by other causes, not by security forces’ shooting.

After scrutiny it is found that the lists of 726 deaths in total made by AAPP spreading on social media include deaths caused by shooting between protesters like Ma Mya Thwate Thwate Khaing and Ma Kyal Sin, deaths from other causes like U ZawMyat Linn and Ma Lan Zwale deaths from heart disease like U Ko Ko Lay and Daw Tin Nwe Yi, a death from COVID-19 like Yazar Aung, deaths caused in killings between riotous protesters themselves, those missing as their deaths could not be confirmed, those receiving treatment at military hospitals due to their wounds, those having fled to border areas and those with fake names and addresses.

Moreover, some deaths in the AAPP lists do not carry correct data for confirmation such as address and father’s name, some deaths without any reason and as many as 76 unconfirmed deaths in the 9 April incident in Bago. Their lists are therefore found to be bloated.

The AAPP lists of deaths from security forces’ shooting spreading on social media were mistakenly complied based on fake and groundless online news. Those lists are too many in number and unconfirmed. Security forces are exercising utmost restraint and acting in accord with the riot handling procedure. Myanmar Police Force is also keeping systematic records by opening inquest.
