The Passing-out Parade of the 63rd Intake of Defence Services Academy was held at the parade ground of DSA in PyinOoLwin this morning with an address by Chairman of State Administration Council Commander-in-Chief of De-fence Services Maha Thray Sithu Senior General Min Aung Hlaing.

Also present were Comman-der-in-Chief (Navy) Admiral Zeya Kyawhtin Moe Aung, Com-mander-in-Chief (Air) General Sithu Maung Maung Kyaw, senior military officers from Off-ice of the Commander-in-Chief, Union ministers, the chief minister of Mandalay Region, the commander of Central Com-mand, the Mandalay mayor, the commandant of DSA, and officials of PyinOoLwin Station.

First, the cadet companies saluted the Senior General with slow-march past and quick-march past. The Senior General presented Best Cadet Award to Cadet No. 34501 Cadet Phyo Min, Excellent Award in Training to Cadet No.  34772 Cadet Aung Nanda, Excellent Award in Studies (Arts) to Cadet No. 34589 Cadet Teza, Excellent Award in Studies (Science) to Cadet No. 34710 Cadet Hein Bo Bo Aung and Excellent Award in Studies (Computer Science) to Cadet No. 34719 Cadet Arka Zaw Win.

In his address, the Senior General said comrades trained to be well-rounded and calibrated officers in the alma mater will be assigned as commissioned officers in respective corps and services of Tatmadaw (Army, Navy and Air). Our Military personnel are men of obeisance to the four oaths, and men of responsibility being regardless of their interests when the country is in a state of emergency.

Since the comrades are to shoulder onerous duties of the country, one needs to be proud of one’s duty and assignment. Therefore, I would like to urge comrades to soldier on the assigned duties with minimum control and dutiful manner.

Defence Services Academy is inaugurated on 1st August 1954, and 63 intakes including comrades have passed out as “The triumphant Elite of the Future” being invaluable to future country and Tatmadaw.

In accord with the aims of Defence Services Academy, comrades who joined the Tatmadaw with their own consent and strong determination have already been nurtured as good leaders who are imbued with courage and capable of distinguishing right or wrong, good or bad and being trustworthy for the country and Tatmadaw.

The leaders must be knowledgeable to become men of sagacity and prudence. It is needed to have a sustainable reading for being so. As reading can boost mental fitness and improve the power of perception, it is needed to read books which can increase individual’s knowledge and profession, and which can develop the life. I would like to urge that windows of opportunities will inevitably be in your hands if you put sustainable effort to know everything related to the assignments.

I would like to urge that it is needed to try to become good soldiers with competency and to strive for the effective use of advanced military weaponry, equipment, tactic and technology in accord with the training policy “Study, Practise, Comply”.

Since we, military personnel, are obliged to serve the national defence duty at all times regardless of the weather, we need to put emphasis on physical and mental fitness.

Since our Tatmadaw is an institution organized for National Defence, I would like to say that comrades have to practise discipline, obedience, mutual respect and esprit de corps, and behave as professional soldiers. Comrades who have to preserve the good traditional values of Tatmadaw need to be the quintessence of discipline. Discipline is the backbone of Tatmadaw and the soul as well.

When you join the Tatmadaw, the drill is the very first basic military training you have to do.

It can be said that the basics of every military personnel commence with military discipline since the aim of the military drill is to adhere to military discipline, order and responsibility.

In order to make an institution stand firmly and everlastingly, it is mandatory for it to organise and train systematically by means of rational policy, explicit rules and regulations, law, command and control by taking responsibility and accountability. It can be seen that weel disciplined institution will endure and can also conduct the mission successfully. Our Tatmadaw can be recognised as the strongest institution because of its good discipline and obedience since its first establishment.

In addition to military discipline and directives, comrades will be successful leaders by practising the virtuous Sixty Codes of Conduct steadfastly to which every military personnel has to abide. Our Tatmadaw also adheres to not only Military law but Civil Law, International Laws, Laws of War and Rules of Engagement (ROE).  Hence, I would like to impart that comrades must be the quintessence of discipline, and lead the subordinates to do so even though it is a mere trifle.

As young leaders, it is necessary for you to be of good morale and morals. To be good morals, one needs to behave in accordance with the religious and social culture and to respect and sympathise with others.

You must be thrifty as to balance your salary and expenditure. Myanmar people always genetically value national characteristics. Hence, you need to preserve and promote these national characteristics. If national characteristics and cultural heritage decrease, the genuine spirit of patriotism will vanish. I would like to mention that the lack of patriotism is the greatest threat to the Nation and the people.

As for a country,  enhancing the patriotism of the people is a crucial issue. It is very important to enhance patriotism and preserve and safeguard the customs and traditions of all national peoples which are the interest of military personnel and all national peoples as well. Patriotism means the mindset to cherish the country, nationality, religion, language and culture, the mindset of unbearable pain for encroaching the country and nationality, and the mindset to sacrifice for the country. Therefore, you have to train your mind to preserve and adhere to your customs and traditions.

After appointing as commissioned officers, you need to lead your subordinates with righteousness as young leaders in the respective corps and services. It can be observed that the bigger the size of troops starting from the very basic unit, the more important the leadership role.

Successful leadership means that subordinates unanimously perform the task given by the leader with their own willingness. You need to lead your subordinates in the ways of integrity, discipline, justice, unbiased and true leadership. Moreover, you have to behave as the quintessence of a good leader yourself and need to acquire the trustworthiness and faithful cooperation of your cohesive forces by the combined utilisation of leadership spirit and the spirit of father figure. A good leader needs to have contentment.

To be able to stand with immense strength rigidly, the unity of an organisation is needed to be promoted internally. It should be consciously noticed that the lack of Tatmadaw being united and the firm can lead to our country's debilitation. If there is a great power of organisation, the ability of administration and military capability will also be developed. On that account, it is required to give special consideration to achieve the implementations on securing the powers of organisation in terms of internal and external in a compact manner.

At present, military affairs around the globe change along with the recent advances in not only Science and Technology but Information and Communications Technology (ICT). With regard to military affairs, the right use of these advances can be very beneficial for the Tatmadaw personnel.

Also, comrades need to observe the current Nation and International affairs. In today's world of advanced science and technology, promoting education is crucial as well as sustainable learning is also important. On the right-track-learning, it is needed to gain knowledge from it.

Due to tonnes of information in an advanced communication network, our Tatmadaw personnel holding our own self-consciousness are required to scrutinise and analyse the fake and fabricated news via the social network. To win in a political tug-of-war, at the beginning of the Independence, the political parties attempted to exploit Tatmadaw by inciting. Due to the failed attempts, it can be vividly seen that they eventually focus on spreading out baseless accusations in both written and spoken ways over the social network to disintegrate and ruin the reputation of Tatmadaw. Here, I would like you to be aware of using social networks since the confidential information of our military might be leaked, and thus disciplinary measures of being conscious of fabricated news, rumours and incitation spreading through a social network will be needed.

On the way to a multi-party democracy collocating with the desire of the entire citizen, essential cores for the development of the country and democracy ambition are national peace and tranquillity, and eternal peace.  Here, I would like to highlight that The Six Principles for Peace mandated by Tatmadaw is looking forward to the peace and tranquillity, and development of the country.

The fundamentals of democracy are abiding by the rules and regulations and paying respect to laws. The real need of our people is to promote their development by living peace-fully per existing laws. For the sake of fulfilling their real need, it is essential that peace conferences are required to be continuously held with a strong determination by Tatmadaw and Ethnic Armed Organisations (EAOs) under the lead of the government. Our national peace must only be restored by the collective effort of our people. Therefore, I would like to highlight that any possible ways will be discovered in accord with agreements prescribed in the Nationwide Ceasefire Agreement (NCA) to bring eternal peace.

While practising a multi-party democracy system, a free and fair election is vital and essential for long-lasting democracy. I would like to impart that being a free and fair election is more important in our country, an initial establishment of a democratic country. It has been two successive governments that Tatmadaw has established the multi-party democracy system from the basics along with people desire. It can be called a free and fair election if the three periods named before, while and after the election is free and fair.

2020 general election was an ugly and shameful event for the country because of premeditated vote frauds, and there have been negative impacts on the country and people. Standing on the side of terrorism instead of solving the vote fraud issue in lawful manners is the opposite of democracy.

Although people who love and value democracy and have patriotism accept and understand that political event, some expatriates with closed eyes and ears are committing terrorist actions without accepting the truth event. Threats by terrorist groups such as CRPH, NUG, and PDF which appear from the vote fraud issue made some people lose their wisdom and asked them to destroy themselves by committing terrorist actions.

Setting fire to schools and buildings owned by the government and non-government, demolition, assassinating educational staff and government em-

employees, disrupting the process of COVID-19 preventive injection and targeting security forces are a series of actions committed by terrorist groups to destroy the country mechanism. People accept these offences as terrorist actions, but some local extremists and other countries neglect their actions and encourage them to continue.

Although democracy has to be performed by the people's desire, people's desire must be honest and truthful for worthy politics. I would like you to bear in mind that democracy with a lack of honesty is hard to tell whether it is a genuine democracy. As our country is on the way to people who desire a multi-party democracy route, Tatmadaw has to stand tall to maintain it along with the Constitution. To be a stable path to democracy, politics and security affairs have to be stabilised.

I would like to impart that Tamadaw's main duty in accord with the Constitution is to safeguard the country sovereignty and to protect the country and its people interests. I would like to impart that Tatmadaw has to safeguard the Three Main National Causes as the national policy, Let the country be led by any political systems and government.    

They all must make efforts to be officers entrusted by your superiors, respected by subordinates and trusted by people in conducting the assigned missions, to raise yourself by what you have learnt with the consolidation of consideration and effort, to apply the Sixteen Characteristics of Leadership Skills in combining with practical ground experience, to accomplish the assigned duties in safeguarding the nation from internal and external threats, to uphold the Three Main National Causes: Non-disintegration of the Union,

Non-disintegration of the National Solidarity and Perpetuation of National Sovereignty as a national policy and strive for the Nation and Tatmadaw being regardless of your lives.

After taking a salute from the cadet companies, the Senior General left the parade ceremony.

After the parade ceremony, the Senior General met with five cadets who won outstanding awards and their parents at the parlour of the headquarters of the DSA and spoke words of honour.

In his praise of the outstanding cadets, the Senior General said that they won the outstanding awards as they had tried very hard for the past four years in their educational and military lessons and good discipline. They must maintain their good basic habits of exercising self-control and having good discipline and continue to try hard for the rest of their life. Thanks to COVID-19 cadets could spare more time for academic and military studies for two consecutive years in the third year and final year.    

As parents of the outstanding cadets are farmers or ordinary persons, cadets must pay back the debt of gratitude they owe to their parents who had nurtured them to become outstanding. They must never forget the gratitude they owe to Tatmadaw and DSA which had trained them to become junior military leaders during the four-year period. The State and Tatmadaw nurtured them to become good leaders of the future. They must discharge their duties with loyalty in accord with their knowledge and good foundations, and must exercise self-control, and this amounts to paying back the debt of gratitude they owe to State and Tatmadaw. 

They must always live and act like a good soldier. They must also try to acquire good experiences from their seniors and other soldiers who are serving the interest of State and Tatmadaw. They must improve their life to achieve their goals and to help their families realize their dreams.

They must try with devotion to become honourable and re-liable persons of State, Tatma-daw and families by applying the good foundations paved by the DSA.
