State Administration Council Chairman Prime Minister Senior General Min Aung Hlaing meets departmental personnel of PyinOoLwin District in Mandalay Region, gives instructions on the development of PyinOoLwin

Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing this afternoon met with Mandalay Region Cabinet members and departmental officials from PyinOoLwin District and Township at the meeting hall of the Tatmadaw guesthouse in PyinOoLwin and gave instructions on the development of PyinOoLwin.

Also present at the meeting were Council members General Maung Maung Kyaw and Lt-Gen Moe Myint Tun, Joint Secretary Lt-Gen Ye Win Oo, Union ministers U Tin Htut Oo, U Hla Moe, U Khin Maung Yi and Dr Myo Thein Kyaw, Mandalay Region Chief Minister U Maung Ko, Commander-in-Chief (Navy) Admiral Moe Aung, senior military officers from the Office of the Commander-in-Chief, Commander of Central Command Maj-Gen Ko Ko Oo, Region Development Minister Mayor U Kyaw Hsan and departmental personnel from PyinOoLwin District.

First,  Union  Minister for Cooperatives and Rural Development U Hla Moe reported on the use of modern techniques in growing coffee plans for the development of rural people in the PyinOoLwin area, supply of water to the plantations with the assistance of the ministry and further assistance, Union Minister for Natural Resources and Environmental Conservation U Khin Maung Yi on reclamation of the croplands for the cultivation of coffee plantations, scrutiny for the cultivation of coffee in forest area in PyinOoLwin Township, and supervision of systematic measures for cultivable lands under the law. Chairman of Scrutiny Committee Director of Mandalay Region Government Office U Zaw Naing Oo on the cultivation of Coffee in vacant and virgin lands in PyinOoLwin Township, facts about PyinOoLwin District, agriculture and livestock sectors, reopening of schools and preventive measures against COVID-19, the Chairman of Pyin-OoLwin District Administration Body District Commissioner on sanitation and beautifying in PyinOoLwin and future plans, Deputy Director-General U Zaw Zaw Aye of Mandalay Region Urban and Housing Development Department on an urban development project for PyinOoLwin and Mayor U Kyaw Hsan on beautifying PyinOoLwin and future plans.

In his response to the reports, the Senior General said PyinOoLwin is attractive to local and foreign travellers. It is located at an altitude of 3,538 feet built-in 1212 ME, 1850 AD in the time of King Bagan according to the stone inscriptions. PyinOoLwin is under favourable climatic conditions with fertile soil. In its tenure, the government is striving for becoming PyinOoLwin as a hill station in its original style. It is home to various national races with various faiths. Hence, the international community is interested in matters related to PyinOoLwin. If the country takes such an advantage, the subsequences will bring many benefits to the tourism services. As such, PyinOoLwin is being shaped to have beautifying measures meeting the international standard.

The Senior General stressed the need to shape PyinOoLwin as a clean city and green city at first as well as a beautiful city. It is necessary to clean the creek which flows from Kan-dawg and Kandawgale and Gelaung Creek for proper flow of water without garbage. Keeping the city neat and tidy can attract local and foreign travellers. So, it is necessary to systematically carry out the beautifying tasks of the city. Relevant administrative organs need to supervise the construction of residential houses and buildings under the disciplines and laws.

With regard to the cultivation of coffee, local farmers need to abide by the disciplines for cultivable lands and try hard to complete the cultivation of the plants in the designated years. The government set a coffee zone with the allotment of farmlands for the cultivation of coffee plants in PyinOoLwin. These areas were placed under flowery plants in the past but these areas are now under other tasks due to lack of encouragement to the cultivation. As such, the volume of agricultural products declines. That is why relevant departments need to conduct research on cultivation tasks and seek the market for agricultural products.

PyinOoLwin has cream pro-duction businesses that can produce quality products. They need to try to export their products in addition to domestic distribution. With few job opportunities inside the country, many workers have to go abroad. The State and the Tatmadaw are taking measures to take back those working abroad. Respective regions are urged to improve their economy to create job opportunities for the people. Already-existing favourable geographical conditions should be effectively bused.

Regarding agriculture, it is necessary to increase crop yields by effectively using agricultural land. Trees and forests need to be maintained to prevent deforestation. In agricultural undertakings, strains, land, water and techniques must be used in combination to increase per acre yield. Systematic livestock breeding is required to get natural fertilizers for agriculture. Increasing crop yields on the already-existing agricultural land can reduce wood cutting and prevent deforestation. A measure to prevent deforestation in the environs of PyinOo-Lwin is a must. Then, there will be more trees and forests in the watershed areas contributing to climate. Due to low water flow into the Kandawgyi Lake, I sought coordinated efforts to increase water levels in the lake during my September tour.

Now, water has flowed to the lake to a certain degree. Environmental degradation has caused climate change. With little rainfall, water levels in dams and lakes have decreased. That’s why we need to conserve the trees and forests. 

Roads may face damage after being eroded by rainwater, so it is necessary to clear the trees and branches falling on the motor roads. Officials need to take measures to beautify their town to boost tourism. As the beauty of a city is related to other sectors, it is necessary to work considering from various angles. Only a lovely home will receive guests. 

Based on my experience, I am giving advice on efforts to increase urbanization. It is necessary to build pavements systematically and ensure that there is space in the roads in planting windshields. Road building and urbanization require future projects. All necessary things must be considered in the urbanization process. In constructing buildings, supervisory measures are necessary in accord with the relevant laws and rules. PyinOoLwin Railway Station is historic and the Goteik viaduct is a landmark as well. Plans are underway to run trains with locomotives run by coal firing from PyinOoLwin to other places. PyinOoLwin has a lot of natural scenic beauties. Therefore, it is necessary to consider all available ways and means to beautify PyinOoLwin and boost productivity, agriculture, livestock breeding and tourism.

When it comes to the education sector, PyinOoLwin needs to try to become a city of education. Likewise, the health sector must be improved. Continued efforts must be made for PyinOoLwin to become a clean city, green city. Making best use of the existing infrastructures such as Yadanapon Cyber City and Anne Sakham Airport, continued measures must be taken for it to become a smart city. People need to work on a cooperative basis to improve their socio-economy. Cooperative productivity is required. The government has the responsibility to serve the interests of the people. As our task is tremendous and wide, ministries need to cooperate with each other in facilitating their tasks.

As regards to the COVID-19 pandemic, our country has seen the outbreak decrease to a certain degree. But a new omicron variant is spreading in other countries. Responsible officials,therefore, need to conduct systematic educative campaigns and take supervisory measures to prevent the spread.
