Try to develop human resources as human is key player in administrative, management and national development endeavours

Chairman of the State Administration Council Prime Minister Senior General Min Aung Hlaing met with the administrative branch of the Shan State (North) government, state, district and township level departmental personnel and townselders at the township hall in Lashio this afternoon.

Also present together with the Senior General were his entourage, the Shan State Chief Minister, the North-East Command commander, departmental personnel, officials from the self-administered zones and regions, people’s militia members and townselders.

Presentation of regional facts and development tasks

Chairman of the administrative branch of the Shan State (North) government U Myo Kyaw and chairman of Lashio District Administration Committee U Myo Min Tun reported on regional data, COVID-19 prevention, control and treatment measures, regional development work and implementation of the guideline of the Head of State and measures for enough water supply in Lashio.

Tasks to be carried out by respective ministries

Union Ministers U Tin Htut Oo, U Hla Moe, Dr Nyunt Pe and Dr Thet Khaing Win explained tasks to be carried out by their ministries such as ongoing water supply tasks for Lashio, opening of an institute of agriculture and livestock breeding, river-water pumping for cultivation, assistance for availability of good strains and modern cultivation methods, teaching of economic and law subjects at Lashio University, fulfilling of the needs of education staff, providing of teaching aids to Lashio People’s Hospital, and extension of infectious disease prevention measures as Lashio is the town engaging in border trade activities.

Needs of local residents

 The local people in attendance reported on needs for betterment of road transport inside and outside Lashio, use of water from Adi creek and construction of Goktwin Bridge.

Fulfillment of local needs

The Senior General said regarding upgrading of road transport, Mandalay-Lashio-Muse Union Road is used daily for vehicles small or big. Upgrading tasks will be carried out in accord with international standards.

Tasks will be carried out for water supply by using water resources in Lashio Township and then measures will come to purify water for drinking purposes. Plans are underway to build Goktwin Bridge. For the betterment and maintenance of roads, not only responsible service personnel but also local residents need to systematically dispose of garbage, collect garbage and keep their homes and streets clean and tidy so that their town is clean and beautiful.

Encouragement of education as emergence of human resources helpsdevelop their own region and country

The Senior General said he held this meeting to fulfil the needs for regional development.

Focus is on implementing two national tasks: national prosperity and food security. National prosperity means all the people being able to work in a happy and secure way and ensuring they serve their duties conscientiously and fulfilling the needs as much as possible. “A person can keep the precepts only if his stomach is filled.” So, measures are necessary for enough and abundant food. According to the 2019 interim national census, the country still have many weaknesses in its education sector. Underground and above-ground resources of the country must be employed with the help of human resources.

Education must be encouraged without fail in order that the country can catch up with its neighbouring and ASEAN countries.

Education is not for the government and the government is acting on behalf of the state.

In the education sector, curricula are not set by the government and it is necessary to know and understand that it has been drafted and discussed by relevant organizations, experts and international organizations.

What is being done now is a 30-year education promotion program implemented by the previous governments. Therefore, education is a matter of rights and responsibilities of all citizens. It needs to be understood that it has nothing to do with favouring or disfavouring the ruling government. Due to the low enrollment and literacy rate in our country, education needs to be encouraged.

Only with the emergence of professionals can we do more for the development of the region.

We must be able to provide a good literary heritage to our new generation. We want them to take advantage of the opportunity for them to stand on their own feet in the future life course of the university and for the development of the country.

Skills can be taught only by those who have a formal education.

If you want to teach agriculture and livestock skills, you must have at least basic secondary education. In order to increase individual knowledge, it is necessary to read and study literature and to encourage education.

Efforts need to be made to use local resources effectively

  As a region develops, construction materials become essential.

I have said in the past that efforts should be made to build construction materials, such as cement. Due to the abundance of iron ore, coal and limestone resources in Shan State (North), local business people are interested in the steel and cement industry, they should make efforts to do so.

Similarly, Shan State has many resources to generate electricity.

Consideration must be given to generating electricity from natural resources and a sufficiency of electricity in the region as electricity is a key requirement for promoting local products and industrial development. At present, hydropower projects are underway in Shan State and once completed, electricity will be sufficient.

In addition, due to the abundance of land resources, it is possible to carry out agricultural activities successfully. It is needed to use the natural resources efficiently and to make agriculture successful. There will be progress if only based on education.

Systematic management of health care to be implemented as there is nothing more important than human life

  It is necessary to systematically manage the necessary health care as we can learn and work if only we are in good health to produce human resources with knowledge and skills. We believe that nothing is more important than human life during the outbreak of COVID-19 and we have to persevere in spite of various difficulties such as shortage of healthcare staff, medicines and materials. We have done our best to provide health care for the people.

COVID-19 vaccine has been provided and vaccinations have been provided through compulsory means, and schools have been reopened to ensure that there are no delays in education.

In addition to health workers, people and other departmental staff need to cooperate to complete the vaccination fully.
