SAC Vice Chairman Deputy Prime Minister Vice-Senior General Soe Win addresses meeting to compile voter list for the election

NAY PYI TAW November 10

The meeting on compilation of voter list for forthcoming election took place at the meeting hall of the Office of the Chairman of the State Administration Council in Nay Pyi Taw at 2 pm today, with an address by SAC Vice Chairman Deputy Prime Minister Vice-Senior General Soe Win.

Also present at the meeting were Chairman of the Union Election Commission U Thein Soe, Union Ministers U Myint Kyaing and Dr Myo Thein Kyaw, UEC member U Aung Lwin Oo, Deputy Ministers Dr Zaw Myint and U Aung Tun Khaing and officials together with the Chairman of Nay Pyi Taw Council and chief ministers of regions and states through videoconferencing.

Speaking on the occasion, the Vice-Senior General said that today’s meeting aimed to emphasize avoiding the wrong doings similar to that of the 2020 election so as to successfully the free and fair multi-party democratic election.

The Vice-Senior General highlighted that the primary wrong doings in the 2020 election were lack of systematic citizenship scrutiny cards, incorrectness of the voter lists based duplication of CSC and individual acts of holding many duplicated CSC,causing the wrong results.

Hence, the data and accounts related to Naing-4 were strictly complied for the first phase so as to be correct voter lists. As such, the collected data showed issuance of more than 52 million citizenship scrutiny cards through efforts of computer professionals and usage of software. Significantly, in conducting the scrutiny for Naing-4 measures, more than 500,000 persons in individuals hold more than one citizenship scrutiny card. More than 1 million CSC with citizenship number were found with incomplete data. These measures were based on mistakes for many reasons in successive governments, and these may cause serious danger for the State and uncompleted problems for e-Government process. “The globe cannot destroy the nationality but the racism can annihilate the nationality”. Now, restrictions are being posed at different levels not to cause further mistakes.

For the second phrase, the Vice-Senior General said that when Form-66/6 was checked in software technology in verifying the CSCs in computerization, the data showed that more than 13 million of CSCs were issued. The verified household registration Form-66/6 showed dead persons, those went abroad for good for various reasons and those who have accepted life of foreigners. More

than 22 million persons without CSCs were shown in the household registrations. More than 14 million persons above 18 were mentioned in the Form-66/6 without CSC numbers.

It can be seen that these data might be based on the personal mistakes or weakness of data compilation process. As such, aforesaid mistakes must be carefully verified on the ground in the third phase not to cause further mistakes. In implementing the third phase of the project, the Union Election Commission, the Department of Immigration and Population, computer professionals, social organizations and security personnel are to join hands in collecting the data and inspecting and amending the accounts on the ground under the leadership of chief ministers in relevant ministries and regions and states.

Efforts must be made for ensuring accuracy of population in regions and states under the leadership of chief ministers from regions and states. If so, the correct voter lists can be compiled for successfully holding the free and fair multi-party democratic general election.

Only when the correct data can be compiled will it contribute to e-ID system to be implemented in the future. It is necessary to carefully mention four categories of disabilities on the ground collection process related to Naing-4 and Form-66/6 measures.

Meeting participants discussed compilation of voter lists for relevant sectors, and the Vice-Senior General gave necessary instructions. Later, the meeting ended with the remark of the Vice-Senior General.
