Esteemed national ethnic brethren and the people in Kayin State,

     On the auspicious occasion of the 68th Kayin State Day which falls on today, I wish all the ethnic brethren in Kayin State and all the national ethnic brethren across the country having a life full of happiness and prosperity.

The Kayin State Day, an auspicious occasion of the Kayin ethnic people, is annually marked with a well-attended and well-furnished event. The 7th of November, 2023 falls on the 68th anniversary of Kayin State. Kayin State is a pleasant, beautiful region full of scenery: river; creek; lake; mountain and jungle; cave; and fountain and stream and a region with lovely traditions of local ethnic people and adorable heritages of tradition and culture as well. Besides, the joyous and active Don Yein dance of Kayin ethnic people is an adorable tradition that is famous at home and abroad.

After extending the country’s state of emergency for further six months, the government has been making more efforts to ensure peace and stability across the nation and restoration of normalcy. Measures are being taken with the objective of transferring responsibilities of the State to a government thatwill emerge through redoing an election in order to be able to build a  Union based on democracy and federalism in line with the wish of all ethnic national people. Now, the State Administration Council is endeavoring amidst difficulties to ensure peace and stability and development of the nation by laying down the Five-Point Roadmap and the Nine Objectives in conformity with the state of emergency.

In accordance with the first point of the Five-Point Roadmap of the State Administration Council which says emphasis will be placed on ensuring peace and stability and the full rule of law across the whole Union, and on successfully conducting a free and fair multi-party democratic general election, measures are being taken to develop an electoral system suitable to the nation to ensure a firm, genuine and fully disciplined multi-party democracy system and build a Union based on democracy and federalism.

Similarly, as the ultimate goal of the State Administration Council is to be able to hold a free and fair multi-party democratic general election, measures will be taken by giving special consideration to ensure a general election and a strong democracy system. Thus, ethnic national people in regions and states are urged to work together to ensure peace and stability and all-round development of the nation.

It is hoped that regarding peace, good results would come out as the State Peace Talks Team and 10 EAOs, seven EAOs who have signed NCA and three EAOs who haven’t, held talks on NCA reciprocally.

Esteemed national ethnic brethren and the people in Kayin State,

    If you look at the nation’s economic sector, it is seen that there are dual economies: domestic and overseas. During the COVID-19 period, the manufacturing operations were weak and there were difficulties in transportation operations. Similarly, due to the pressure and compulsion on all sides from some powerful foreign countries, domestic and overseas trade of the nation was affected and it is seen that the nation’s economy had not developed as much as it should have. Amid the sanctions and destructive acts, our government made efforts to ensure that the nation’s economy can stand. Efforts could be made to increase the nation’s GDP growth rate from - 5.9 percent in 2019-2020 to above + 3 percent in 2021-2022. All the people and ethnic national brethren are already aware that the economy had not developed as much as it should have as the funds that should be spent for development of the nation had to be used in rehabilitation and reconstruction measures since terrorists destroyed roads and bridges, power towers and state-owned buildings during that period.

Moreover, agriculture and livestock enterprises realistically helpful to achieving successes in the measures for promoting the nation’s economy are being given encouragement. Measures must be certainly taken in order that MSMEs that are the most fundamental in carrying out manufacturing operations will be successful. If the MSMEs manufacture value-added products with the use of technology, there will be more advantages. As the people’s socio-economic life will be improved through operating the agro-based MSMEs already established there without leaving any outlying area within the state as well as across the nation without any gap, governments of regions and states including Kayin State are urged to take measures with a bigger picture to promote the nation’s economy.

Esteemed Kayin ethnic people and national ethnic brethren,

     The government is working on ensuring peace and stability and development of the nation and taking measures to make sure everybody will earn income through having jobs with good health and education to improve their socioeconomic life and to reduce poverty. As only if the socio-economic life of each and every one of the national ethnic peoples is improved, will there be development of the nation, ministries concerned, regions and states are urged to take measures by setting goals of ensuring improvement of socio-economic life of each person of the people individually.

The government is taking measures on ensuring peace and stability and rule of law across the whole nation without leaving any gaps. However, local residents and national ethnic people in the regions with violence are experiencing the consequence of lagging behind. Due to disruption, destruction and stupidity of saboteurs and traitors having no intelligence and consideration, local people are suffering hardships. Thus, looking forward to the interests of the people, the national ethnic people are urged to work together in taking measures on counter-terrorism and peace and stability.

Esteemed national ethnic brethren in Kayin State,

    Today is the time to develop nation-wide ceasefire and perpetual peace so as to build a Union based on democracy and federalism that the entire people want.

On such an auspicious moment of Kayin State Day, national ethnic brethren in Kayin State are seriously urged to work together in all sectors of your state to be able to build a Union based on democracy and federalism.

Cooperation of national ethnic brethren living in Kayin State with great efforts in unity is a force helpful to ensuring peace and stability and development of the region. Therefore, I am sending this message to the 68th Anniversary of Kayin State Day wishing you all being persons who serve the interests of the local residents, the nation and the citizens.
